Peru's bioeconomy: opportunities for investors and development programmes
Peru's bioeconomy rests on BioTrade exports above USD 510 million (2023), a USD 20 million IDB-funded credit programme for Amazon bio-businesses, and a national roadmap published for consultation in June 2026. The gap is scale: credit averages roughly PEN 6,000 per business, far below the ticket of an impact fund.
According to Eddie Ajalcriña, a Peruvian bioeconomy expert and CEO of the impact venture studio Redesign Lab, the opportunity lies in building bio-businesses that sell and can take on debt, since biodiversity and capital are already available.

Peru bioeconomy policy in 2026: the national roadmap
In June 2026 Peru's Ministry of the Environment (MINAM) published a draft Bioeconomy Roadmap for Peru for public comment (Ministerial Resolution D000192-2026-MINAM). The draft was prepared with technical assistance from IICA, financing from the Inter-American Development Bank (IDB) and support from the United Kingdom through UK PACT. It sets a 2050 target of 13 to 16 % of national GDP from the bioeconomy and bio-based non-traditional exports above USD 30 billion a year.
The roadmap sits inside a wider donor agenda for the Amazon. The IDB's Amazonia Forever umbrella programme, launched in 2023, covers Peru and lists the bioeconomy among its priority areas.

BioTrade and bio-business finance in Peru
UNCTAD, which launched its BioTrade Initiative in 1996, defines BioTrade as products and services sourced from biodiversity and traded in a way that respects people and nature. According to the Peru country brand portal, Peruvian BioTrade exports exceeded USD 510 million in 2023, led by quinoa, tara, cochineal, Brazil nuts, passion fruit and maca, which made up 81 % of prioritised native biodiversity exports.
On the finance side, MINAM's Bio-business Programme (Programa para Bionegocios) channels a USD 20 million IDB loan through a trust managed by COFIDE, Peru's development finance corporation, plus a USD 2 million grant from the France-IDB Natural Capital Lab. Local financial institutions on-lend to Amazon bio-businesses. By April 2026 it had placed more than PEN 23 million in loans to over 3,900 bio-businesses since 2023, with a good-payer bonus of up to 15 % of the amount disbursed.

The gap between biodiversity and investable companies
Dividing the programme's loans by the number of borrowers gives an average of roughly PEN 6,000 per business. That ticket helps a producer and sits very far from what an impact fund or a blended finance vehicle needs to deploy, which tells an investor that the pipeline of Peruvian bio-businesses ready for equity or larger debt is still thin.
Eddie Ajalcriña names two failure patterns he sees on the ground. White elephants are financed processing plants that stand idle because nobody is accountable for the whole business. Critical territory describes places where biodiversity is high and operations are fragile, and a company operating there has to be designed differently, with logistics, seasonality and community relations built into the model.

What investors and development programmes look for in a Peruvian bio-business
Eddie Ajalcriña assessed 25 Amazon bio-businesses with NESsT in AmazonBeEco, and Redesign Lab has developed 10 bio-businesses in its portfolio. In that work three questions weigh most:
- Who buys, at what price, and with what contracts or sales history.
- A commercial structure of its own, with someone accountable for sales.
- A credible plan for operating in critical territory.
